Shanghai Landscaping and City Appearance Administrative Bureau

As per the regulations stated in the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on the Printing and Issuance of the Proposal of Shanghai Municipal People’s Government for Institutional Reform and Functional Transformation (TZ [2014] No. 20), the Shanghai Landscaping & City Appearance Administrative Bureau was established as a department directly under the Shanghai Municipal People’s Government. Additionally, it operates under the name of “Shanghai Forestry Bureau.”


Main responsibilities are as follows:

1. Ensure the implementation of laws, regulations, rules, guidelines, and policies pertaining to greening, city appearance, sanitation, and forestry. Conduct research and draft local regulations, rules, and policies related to greening, city appearance, sanitation, and forestry. Organize and oversee the implementation of relevant regulations, rules, and policies.

2. Collaborate with the land planning administration departments of Shanghai Municipality to coordinate the development of specialized plans for greening, city appearance, sanitation, and forestry.  these plans with Shanghai’s requirements for national economic and social development planning, urban master planning, and overall land utilization planning. Prepare medium- and long-term development plans as well as annual plans for greening, city appearance, sanitation, and forestry. Additionally, prepare proposals and feasibility study reports for major construction projects related to greening, city appearance, sanitation, and forestry.

3. Assume responsibility for the management of the greening, city appearance, sanitation, and forestry industry. Provide guidance to district and county-level authorities regarding greening, city appearance, sanitation, and forestry work. Organize and coordinate the provision of greening, city appearance, and sanitation services during important festivals and major events. Develop contingency plans for public emergencies within the industry and ensure their implementation as necessary.

4. Organize and coordinate the implementation of major construction projects related to greening, city appearance, sanitation, and forestry in Shanghai. Ensure the coordination of greening, city appearance, sanitation, and forestry facilities involved in urban and rural major construction projects. Manage the maintenance market, qualifications, and integrity in terms of greening, city appearance, and sanitation. Approve design schemes for public green spaces and city appearance and sanitation facilities. Review construction proposals within public green spaces and forests. Coordinate and promote the construction of country parks. Provide guidance on the construction and management of state-owned forest farms and parks.

5. Manage public green spaces, parks, and street trees. Develop and implement management measures for the gradation and classification of public green spaces, parks, and tourist attractions. Approve planning and adjustment schemes for parks and tourist attractions in accordance with the law. Facilitate the revitalization of older parks. Promote three-dimensional greening development and collaborate with relevant departments in Shanghai to formulate supporting policies. Establish maintenance technology standards for green spaces, street trees, and three-dimensional greening, and ensure their implementation. Preserve and manage old and valuable trees and their subsequent resources. Develop protection levels and standards for old and valuable trees and conduct resource surveys.

6. Manage greening and forestry resources in Shanghai. Conduct investigations, evaluations, dynamic monitoring, and statistical analysis of greening and forestry resources. Assess the value of forest ecological services. Collaborate with relevant departments in Shanghai to study and propose policies for the development of the forestry industry and formulate relevant development plans. Oversee the industrial management of forestry nursery stock, seeds, and related resources. Undertake prediction, forecasting, prevention, control, and quarantine work for pests in forests and green spaces. Coordinate with relevant departments in Shanghai to organize and oversee forest protection and fire prevention efforts.

7. Organize and provide guidance for the protection, sustainable development, and rational utilization of land wildlife resources in Shanghai. Coordinate the investigation, monitoring, and management of land wildlife resources in the region. Develop a list of key protected land wildlife species and plants in accordance with relevant laws, which will be published and enforced upon approval from the Shanghai Municipal People’s Government. Collaborate with relevant departments to organize and implement natural ecological restoration and biodiversity protection initiatives. Coordinate and oversee the conservation of wetlands in Shanghai. Provide guidance for the establishment and management of wildlife and wetland natural reserve areas in the city. Monitor diseases affecting land wildlife and their sources.

8. Conduct supervision and inspections of city appearance and sanitation in accordance with applicable laws. Manage domestic waste and specific pollutants. Organize, promote, guide, supervise, and manage the classification and reduction of domestic waste. Manage the supporting facilities related to city appearance and sanitation in Shanghai. Oversee city appearance and sanitation aspects in water bodies and specific areas. Coordinate the development of relevant policies, standards, and guidelines for the administration of responsible areas for city appearance and sanitation in Shanghai. Collaborate with relevant administrative departments to incorporate responsibility requirements into relevant aspects of industrial management.

9. Coordinate and organize relevant departments in Shanghai to develop an installation plan for outdoor advertising facilities across the Municipality. Review and approve outdoor advertising placements. Facilitate the preparation of a landscape lighting plan for the entire Municipality, as well as a landscape lighting facility plan for important areas. Develop medium- and long-term plans as well as annual work plans for landscape lighting, outdoor advertising, shop signs, and mobile outdoor advertising. Establish technical standards and management regulations for outdoor advertising facilities, landscape lighting, and shop signs. Ensure the safety control and supervision of landscape lighting, outdoor advertising, shop signs, and related facilities.

10. Manage key scientific research projects related to greening, city appearance, sanitation, and forestry. Coordinate efforts to foster innovation and breakthroughs in major scientific research projects and facilitate the transformation of scientific and technological achievements. Implement national standards and criteria for greening, city appearance, sanitation, and forestry, while also organizing the development of relevant local standards, criteria, and procedures. Coordinate the implementation of major projects related to the informatization of greening, city appearance, sanitation, and forestry. Strengthen foreign cooperation and exchanges in relevant fields.

11. Promote legal awareness and conduct social awareness campaigns regarding greening, city appearance, sanitation, and forestry in Shanghai. Cultivate an eco-culture and promote ecological civilization. Organize and coordinate various activities encouraging social participation in greening and city appearance management. Strengthen volunteer management within the industry. Undertake daily tasks associated with the Shanghai Municipal Greening Commission.

12. Enforce forestry laws and conduct inspections to address illegal activities that harm forest resources in accordance with applicable laws. Investigate and address illegal acts that damage wildlife and wetland resources, as well as the habitats and environments crucial for the survival and breeding of nationally and locally protected wild animals. Assume responsibility for administrative law enforcement and inspection within the landscaping engineering construction market in Shanghai.

13. Manage the acceptance and review of relevant administrative reviews and responses to administrative proceedings.

14. Fulfill any additional tasks assigned by the Shanghai Municipal People’s Government.
