Shanghai Emergency Management Bureau

Main responsibilities are as follows:

1. Implement emergency management and work safety laws, regulations, rules, guidelines, and policies. This includes studying and drafting local emergency management and work safety regulations and rules, as well as formulating relevant policies, procedures, and standards. Additionally, supervise the implementation of these regulations and policies. Organize the formulation of plans for emergency response system construction, work safety, and comprehensive disaster prevention, reduction, and relief.

2. Carry out emergency management and provide guidance to relevant departments at the district and municipal levels. This guidance involves responding to work safety incidents, natural disasters, and other emergencies. It also includes conducting comprehensive disaster prevention, reduction, and relief efforts. Comprehensively supervise and administer work safety, with a focus on industries such as industrial, mining, commerce, and trade.

3. Guide the development of the emergency response plan system. Establish and enhance a graded response system for accidents, disasters, and natural disasters. Organize the preparation and modification of Shanghai’s overall emergency response plan and various municipal special emergency response plans for work safety and natural disasters. Coordinate the connection between emergency response plans, examine and approve special and departmental emergency response plans, organize exercises based on relevant municipal emergency response plans, and promote the construction of emergency shelter facilities.

4. Take the lead in establishing a unified emergency management information system within the municipality. Collaborate with relevant departments to effectively plan and layout information transmission channels. Establish a monitoring, early warning, and disaster reporting system. Improve the mechanism for obtaining and sharing natural disaster information resources. Ensure that disaster information is released in a unified manner, adhering to legal requirements.

5. Organize and provide guidance for emergency rescue operations related to work safety, natural disasters, and other emergencies. Coordinate emergency command procedures for work safety accidents, flood and drought disasters, forest fires, and other emergencies. Conduct comprehensive studies and assessments of emergency development trends, and provide corresponding recommendations. Assist the designated officials from the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government in organizing and directing emergency rescue efforts.

6. Coordinate and direct various professional emergency response teams in a unified manner. Establish an emergency coordination and linkage mechanism. Coordinate the efforts of relevant municipal-level departments to ensure a coordinated response to work safety, natural disasters, and other emergencies. Promote ment and integration among command platforms. Collaborate with troops stationed in Shanghai to provide necessary support for emergency rescue operations.

7. Develop a comprehensive plan for the construction of emergency rescue forces. Take charge of coordinating and promoting the establishment of professional emergency rescue forces for firefighting, flood control, earthquake and geological disaster rescue, work safety accident response, and more. Manage comprehensive emergency rescue teams and provide guidance for the construction of emergency rescue forces in all districts and within the broader society.

8. Carry out effective fire management and provide guidance for fire control supervision, fire prevention, fire-fighting, and other related activities.

9. Guide and coordinate efforts in preventing and controlling forest fires, floods, droughts, earthquakes, and geological disasters. Facilitate comprehensive monitoring and early warning systems for natural disasters. Provide guidance for comprehensive risk assessments related to natural disasters.

10. Organize and coordinate disaster relief efforts. This includes guiding and overseeing disaster verification, loss assessment, and disaster relief donations. Manage and allocate funds and resources granted by the central government and the municipal level for disaster relief. Ensure proper supervision and utilization of these resources.

11. Exercise comprehensive supervision and administration powers in accordance with work safety laws. Provide guidance, coordination, supervision, and inspections for district-level governments and relevant municipal-level departments in their production safety work. Supervise and evaluate the fulfillment of work safety responsibilities, and organize work safety inspections.

12. Enforce the implementation of work safety laws and regulations in industries such as industry, mining, commerce, and trade. Conduct inspections and assessments of work safety conditions, as well as the administration of work safety-related equipment (excluding special equipment), materials, and labor protection measures, following the principles of classification and territoriality. Organize, guide, and supervise the implementation of the work safety access system in accordance with legal requirements.

13. Conduct comprehensive supervision and administration of safe production involving dangerous chemicals. This includes overseeing the safe production of fireworks and firecrackers. Regulate and ensure the work safety of enterprises involved in the production, operation, storage, and use of dangerous chemicals, in accordance with the law. Supervise and manage the production and handling of non-pharmaceutical precursor chemicals, as well as the production, operation, and storage of fireworks and firecrackers.

14. Organize and provide guidance for the investigation and handling of work safety accidents. Ensure the implementation of accident investigation, handling, and responsibility investigations in accordance with the law. Organize investigations and evaluations of natural disaster emergencies.

15. Formulate and implement plans for emergency material reserves and emergency rescue equipment. Collaborate with the municipal grain and material reserve departments to establish a comprehensive emergency material information platform and an effective emergency material allocation system to ensure unified scheduling during times of disaster relief.

16. Conduct public awareness campaigns, education, and training on emergency management and work safety. Organize and guide scientific and technological research, application, popularization, and information infrastructure development related to emergency management and work safety.

17. Engage in foreign exchange and cooperation concerning emergency management. Organize and participate in external rescue efforts related to work safety, natural disasters, and other emergencies.

18. Fulfill any additional tasks assigned by the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government.
