Content of support:

Technological professionals engaging in the following lines of work in Shanghai shall apply for titles.

1. Computer and information technology: including computer hardware and software, networks, communications, multimedia applications, microelectronics technology, system integration, information security, mechatronics, e-commerce technology, etc.

Titles for application: researcher, associate researcher, senior engineer.

2. Biology and medicine: including genetic engineering, cell engineering, protein engineering, fermentation engineering, embryo engineering, new drug innovation, family planning, paleontology and plant biology, etc.

Titles for application: researcher, associate researcher, senior engineer, vice-senior engineer, senior laboratory technician.

3. New materials and energy: including metal and synthetic materials, inorganic non-metallic materials, organic synthetic materials, material testing and evaluation common technology and energy technology development and application (conventional energy technology, renewable energy technology, energy preservation and environmental protection technology), etc.

Titles for application: researcher, associate researcher, senior engineer, vice-senior engineer, senior laboratory technician.

4. Optical technology: including information related to optical technology, life and health, detection lighting and energy, advanced manufacturing and analysis testing, advanced materials, etc.

Titles for application: researcher, associate researcher, senior engineer, vice-senior engineer.

5. Management science and technology management—including technology information and methods, modernization of information methods, intellectual property rights, patent examination and patent agency; formulation and implementation of technology strategic planning, strategic technology talent resource planning, technology development forecasts and technology forecasts, technology projects Management, evaluation; technology investment and financing, technology market, science and technology popularization, etc.

Titles for application: researcher, associate researcher, senior engineer, vice-senior engineer.

6. Sports science: including sports medicine, sports biology, sports training, sports psychology, sports theory, sports science experiments, etc.

Titles for application: researcher, associate researcher, senior laboratory technician.

7. Satellite communications: including research and development work related to satellite communications.

Titles for application: researcher, associate researcher, senior engineer, vice-senior engineer.

The review work on senior laboratory technicians in biology and medicine, new materials and energy, and sports science will be carried out at an appropriate time.

Applicable Conditions:

1. Basic requirements:

The applicants shall abide by the Constitution and laws of the People’s Republic of China, abide by professional ethics, and are enthusiastic abouthis/her job.

Technological professionals at work on technological titles of their professions in enterprises, public institutions and social organizations in Shanghai who meet any of the following conditions by the last day for application can apply for the technological titles to the jury:

(1) The applicants shall have Shanghai household registration

(2) The applicants shall hold a valid Certificate of Residence

(3) The applicants shall have paid the social security insurance premiums in Shanghai for 12 months in the past 2 years.

2. Conditions on the applicants’working positions

The applicants are required to have acquired a profession the same as or relative to that of the title he/she applies for and work in the corresponding technological professional position. Application by individuals reaching the age of retirement or have finished formalities of retirement by 31st, December of 2020 will not be accepted, while those who have finished the formalities for delaying retirement are excluded, but they are required to submit the approval of retirement delay and the payment record of social security insurance premiums for the past year.

3. Requirements on education background and working experience

(1) Applicants are required to have obtained a master’s degree or a higher-level degree in relative professions recognized by the state. Applicants for titles of engineering-related professions are required to have obtained a master’s degree or a higher-level degree of science and engineering universities recognized by the state. Applicants for senior laboratory technician titles are required to have obtained a master’s degree or a higher-level degree in relative professions recognized by the state.

(2) Applicants are required to have worked for at least 5 years with the title a level lower than the one he/she applies for. (Applicants for senior laboratory technician titles who graduated with a college diploma are required to have worked for at least 6 years with the title a level lower than the one he/she applies for.) Applicants who have obtained a doctorate’s degree are required to have worked for at least 2 years as an assistant analyst, engineer, laboratory technician or other technological professional titles.

(3) For young or middle-aged technological professionals of excellence with outstanding performance and fruits on engineering technological innovation who have obtained a diploma in science and engineering colleges, exceptions can be made to approve their application via the Green Channel mechanism according to the Notice on Review and Assessment Work on Senior and Vice-senior Engineers in Shanghai (No.21 [2018] Regulation of Shanghai Municipal Human Resources and Social Security Bureau). High-level technological professionals having studied abroad or working in private enterprises can apply for the titles higher than the normal level via the Direct Channel mechanism according to the No.2 [2016] Document of Shanghai Municipal Human Resources and Social Security Bureau.

(4) The deadline for the computation of applicants’working experience is 31st, December of 2020.

4. Theses, books or technological work reports

Applicants are required to submit their theses, books (written or translated by themselves) or technological work reports that are published on journals recognized by authoritative institutions at home or abroad during their work at the current position.

(1) On application for the researcher title:

The applicants are required to submit at least 3 theses or books of which he/she is the first author (corresponding author).

(2) On application for the vice-researcher title:

The applicants are required to submit at least 2 theses or books of which he/she is the first author (corresponding author).

(3) On application for senior engineer title:

When the applicant was working on the position that is one level lower than the one he/she applies for, he/she is required to meet any of the following requirements:

1) The applicants are required to have achieved significant science and research innovation and breakthroughs on the technological frontier, have solved technical challenges in key projects and published representative works that lead the development of the industry. Recognition and recommendation of the representative works by 2 academicians is required and shall be submitted in written forms.

2) The applicants are required to submit at least 3 theses or books of his/her professions that have been published of which he/she is the first author (corresponding author), among which the main publication for review should be no less than 3000 words, written by no more than 3 authors (the applicant included) and of advanced level of the profession domestically. Or, the applicants shall submit at least 3 technological work reports (of high technological level) concerning science and technological projects, production projects or engineering projects hosted by the applicants or engaged by the applicants as the main participants, with each report over 3000 words.

3) The applicants are required to have published independently written or translated high-quality and high-level academic publications of his/her profession of more than 100,000 words (compilations, textbooks and co-authored books are excluded).

(4) On application for senior engineer or senior laboratory technician title:

The applicants are required to submit at least 2 theses or books of his/her professions that have been published of which he/she is the first author (corresponding author), among which the main publication for review should be no less than 3000 words, written by no more than 3 authors (the applicant included) and of advanced level of the profession domestically. Or, the applicants shall submit at least 2 technological work reports (of high technological level) concerning science and technological projects, production projects or engineering projects hosted by the applicants or engaged by the applicants as the main participants, with each report over 3000 words.

(5) Other requirements:

1) In the technological work reports, the level of projects should be briefed, the applicant’s level of professional theories, technological capabilities, his/her role and contributions in the projects and the challenges that have been resolved should be introduced with key focus. The reports should be recognized by experts in the same professions as well as the competent authorities. (Each report should be submitted together with the recognition in written form by at least 2 at-work experts of senior-level titles.) Feasibility studies, application for project formation, closure reports and technological reports for projects will not count as proofs for title review.

2) Dissertations or graduation theses cannot be submitted for technological title review during application.

3) Plagiarism checks will be conducted by the Office of Review on Senior Titles on part of the theses or technological work reports submitted by applicants (books excluded). If the applicants choose to submit books that are independently written or translated by him/her, they are only required to submit the cover, contents and the back cover of the books (in the PDF format and submitted as one single document as the annex to the books). If the applicants choose to submit their theses, the cover, contents, text (in the PDF format), and all theses in the Word format are required, and the applicants are also responsible for ensuring that documents in the digital form shall be the same as the hard copies.

5. Requirements on continuing education

Continuing education for technological professionals includes general education courses and courses in their professions.

(1) General education courses

1) 90 hours of learning is required in 2020, 30 of which is taught in-person, 15 is compulsory online courses, and the rest 45 is optional online courses. For course arrangement and signing-up of general education courses, please check http://www.sacee.org.cn/jxjysb/ for more details.

2) Moreover, credits of general education courses earned before 2020 can count as valid in the next 5 years. For applicants who passed the foreign language proficiency test and computer proficiency test for technological professionals in the past 5 years, 3 credits of general education courses will be granted for each test he/she has passed.

(2) Professional courses

1) Applicants for science and information technology titles are required to finish 6 continuing education courses on science and information technology applications. Please check http://edu.sheitc.sh.gov.cn/index.jsp or http://www.sacee.org.cn/jxjysb/ for more information.

2) Applicants for biology and medical engineering titles are required to finish 6 continuing education courses on their professions, 3 of which are compulsory and the other 3 are optional. Please check www.yiyaozhida.cn for information on signing-up for courses.

6. Other notes:

(1) Requirements for application for titles of different professions: Applicants for titles of different professions of the same level are required to have over 1-year working experience in the profession of which the title he/she applies for. Applicants for titles of different professions of a higher level are required to have over 1-year working experience in the profession of which the title he/she applies for, and at least 5 years of working experience in the former profession.

(2) Requirements on applicants of public institutions

On technological professionals in public institutions, a vacancy-based application mechanism is applied. The HR department shall fill in the box called “situation of the position in the public institution”in the Application Form for Qualification Assessment for Senior Technological Professional Titles with the recommendation of the applicant for the vacant position. The official seal of the higher-level competent authority or the District Human Resources and Social Security Bureau is required on the Form.

(3) Requirements on personal appraisal

The applicants are required to pass the annual personal appraisal or obtain better results over the past 3 years.

(4) Applicants this year who failed the review and assessment of last year should meet the requirements for application by exception. Detailed requirements can be found in the No.2 [2016] Document by Shanghai Human Resources and Social Security Bureau.

(5) One applicant can only apply for one professional title to one jury for the year. The applicants are required to ensure the authenticity and validity of his/her documents and make a signed commitment on the Form of Performance during application.

(6) All employers should follow the principles of objectivity, fairness and honesty and issue their opinions faithfully. Any false statement or overstatement, upon confirmation, will lead to disqualification. Any senior title obtained through false statements or overstatement, or manipulating the assessment will be canceled.
