Attention: all District People’s Governments, and all Commissions, Offices, and Bureaus (Administrations) of the Municipal People’s Government:

Upon the approval of the Municipal People’s Government, we hereby issue to you the revised Procedures of Shanghai Municipality for the Management of the Publication of Early Warning Information for Contingencies and request you to implement them conscientiously.

Procedures of Shanghai Municipality for the Management of the Publication of Early Warning Information for Contingencies issued by the General Office of the Municipal People’s Government in July 2019 (SMPG GO D [2019] No. 7) shall be annulled simultaneously.

Procedures of Shanghai Municipality for the Management of the Publication of Early Warning Information for Contingencies

Chapter I  General Provisions

Article 1 (Purposes and Basis)

With a view to thoroughly implementing the holistic approach to national safety, fulfilling the requirements of “putting safety first and placing emphasis on prevention”, further standardizing and effectively carrying out the publication of this Municipality’s emergency early warning information (hereinafter referred to as “early warning information”), publishing the early warning information to the public in a unified, accurate, and timely manner, protecting the safety of the lives and property of the public and the safe operation of this Municipality, these Procedures are formulated in accordance with the Law of the People's Republic of China on Response to Contingencies, the Regulations of the People's Republic of China on Government Information Disclosure, the Procedures of Shanghai Municipality for the Implementation of the Law of the People's Republic of China on Response to Contingencies, the General Emergency Preplan of Shanghai Municipality Against Public Contingencies, and other laws, rules, policies, and provisions.

Article 2 (Application Scope)

To publish early warning information to the public within the administrative area of this Municipality, these Procedures shall be observed. Where the laws and rules provide otherwise, such provisions shall prevail.

Article 3 (Category of Early Warning Information)

The early warning information mentioned in these Procedures refers to predictable information on natural disasters, accident disasters, and public health events that occur or may occur and cause or may cause serious social hazards, as well as notices and advisory information that affect the safe operation including the production, livelihood, and travel of the masses of people in this Municipality.

The publication of early warning information for social security accident may be implemented with reference to these Procedures.

Article 4 (Grade of Early Warning Information)

The criteria for the classification of early warning information grades shall be implemented in accordance with the relevant laws, rules, policies, and provisions. Generally, based on the urgency of the occurrence of contingencies, their development trends, and the potential level of harm they might cause, the early warning information grades shall be divided into Grade 1, Grade 2, Grade 3, and Grade 4, represented respectively by the color red, orange, yellow, and blue. Grade 1 represents the highest grade.

The publication criteria for notices and advisory information that affect the safe operation in this Municipality shall be separately formulated by relevant departments and units.

Article 5 (Principles of Early Warning Information Publication)

The publication of early warning information shall follow the principles of “classification management, graded warning, platform sharing, and standardized publication.”

“Classification management” indicates that departments undertaking relevant early warning functions shall be responsible for the preparation, review, and publication of early warning information in accordance with their respective responsibilities.

“Graded warning” indicates that the early warning information published to the public shall be graded in accordance with the grading criteria of early warning, and be published accordingly at the corresponding level.

“Platform sharing” indicates that the early warning information that needs to be published to the public shall be published through the shared Shanghai Contingency Early Warning Information Publication System.

“Standardized publication” indicates that the early warning information published by the Shanghai Contingency Early Warning Information System shall clarify the coverage, audience targets, time requirements, publication channels, and response rules.

Article 6 (Early Warning Publication Center)

The Shanghai Contingency Early Warning Information Publication Center (hereinafter referred to as the “Municipal Early Warning Publication Center”) shall undertake the publication of this Municipality’s contingency early warning information and is responsible for the construction, upgrading, and management of the Shanghai contingency early warning information publication system.

The Municipal Early Warning Publication Center is jointly managed by the Municipal Emergency Bureau and the Municipal Meteorological Bureau.

The Municipal Early Warning Publication Center is located in the Municipal Meteorological Bureau and implements a 24-hour on-duty system.

The Municipal Early Warning Publication Center shall provide guidance on the construction of District Early Warning Publication Centers and shall establish a working mechanism for information exchange and collaborative publication with District Early Warning Publication Centers.

Article 7 (Administrative Departments and Units of Early Warning)

The municipal departments and units of emergency, flood control, meteorology, water affairs (marine), health, public security, economy and information technology, commerce, education, civil affairs, ecology and environment, housing and urban-rural construction, transportation, agriculture and rural areas, culture and tourism, market regulation, greening and city appearance (forestry), national defense and mobilization, railways, civil aviation, maritime affairs, fire control, earthquake, and others (hereinafter referred to as “early warning administrative departments and units”) shall establish a sound monitoring network in accordance with their respective duties, and do a good job in the emergency monitoring and early warning, information review, publication processes, and evaluation and inspection of corresponding contingencies.

Early warning administrative departments and units mentioned above shall strengthen the connection and integration between their relevant operating systems and Shanghai Contingency Early Warning Information Publication System to achieve a unified and intensive publication.

Article 8 (Management of Early Warning Information List)

A dynamic management system for the publication of an early warning information list shall be established in this Municipality. Each early warning administrative department and unit shall regularly review the content of early warning information publications in their respective industries, and the publications shall be uniformly included in the publication list of the Municipal Early Warning Publication Center after reporting to the Shanghai Emergency Management Bureau for the record. Where the early warning information that is not included in the list yet needs to be temporarily published, early warning administrative departments and units shall strengthen coordination with the Municipal Early Warning Publication Center, carry out the publication work in accordance with the relevant provisions of these Procedures, and promptly include the information in the list.

The Municipal Early Warning Publication Center shall, based on the requirements and actual circumstances of the early warning information publication, conduct comprehensive assessments, submit list update applications to the Municipal Emergency Management Bureau and the Municipal Meteorological Bureau at regular intervals, and conduct a dynamic management over the list.

Chapter II  Early Warning Information Publication

Article 9 (Preparation of Early Warning Information)

Early warning administrative departments and units shall, based on the possible development of contingencies and in accordance with the criteria for the classification of early warning grades, prepare corresponding levels of early warning information. An internal early notification and consultation system may be established when necessary.

The content of early warning information mainly includes the type and the grade of early warning, start time, the scope of impact, warning items, recommended measures to be taken, issuing unit, and time of publication.

Article 10 (Approval of Early Warning Information)

Early warning administrative departments and units shall, in accordance with relevant laws, rules, policies, and provisions, establish and improve a grading publication standard for early warning information as well as an examination and approval system, and shall report it to the Municipal Emergency Bureau for the record.

The early warning information published to the public shall be reviewed by early warning administrative departments and units according to the principle of “he who produces and reviews the preparation shall be responsible.” The early warning information that needed to be reported to the Municipal People’s Government for approval shall be submitted for approval by early warning administrative departments and units in accordance with relevant procedures.

The early warning information that has not been approved as required shall not be published to the public. The early warning information published by the Municipal Early Warning Publication Center shall also be reported to the Municipal Emergency Bureau for the record.

Article 11 (Early Warning Information Publication)

The early warning information that needs to be published to the public shall, after being approved in accordance with the provisions, be sent to the Municipal Early Warning Publication Center by the early warning administrative departments and units through the release terminals deployed by the Municipal Early Warning Publication Center or through system platforms that enable data interoperability. The Municipal Early Warning Publication Center shall promptly receive the information, verify the content, and publish the verified accurate information to the public through the early warning publication system.

Early warning administrative departments and units shall establish effective communication with the Municipal Early Warning Publication Center when issuing early warning information to specific key units, target populations, and other specific objects. They shall also formulate specific rules to accurately send early warning information to specific objects and shall establish relevant daily communication mechanisms.

Article 12 (Response to Early Warning)

All districts, departments, and units shall proactively coordinate with the Municipal Early Warning Publication Center to ensure the timely and accurate receipt of early warning information.

After receiving early warnings, the relevant districts, departments, and units shall promptly take measures in accordance with relevant laws, rules, and emergency plan requirements, timely implement various preventive response work, strengthen supervision and inspection, and provide feedback on the relevant data of early warning response to the Municipal Early Warning Publication Center.

All town/townships and all sub-districts shall, in the light of the actual circumstances and in a timely manner, transmit the early warning information, related recommendations, and suggestions to special groups of the elderly, children, the sick, and the disabled, as well as to special locations like communication blind spots within their respective jurisdiction through various communication channels and announcement.

Article 13 (Publication Monitoring)

The Municipal Early Warning Publication Center shall strengthen the monitoring of information publication, do a good job in keeping the whole-course traceability throughout the process of early warning information publication and warning receipt, and timing of each stage, ensure that the early warning information is effectively published as required; it shall timely summarize the statistical data related to the publication of early warning information to report to the early warning administrative departments and units.

Article 14 (Adjustment and Cancellation of Early Warning Information)

When the grade of early warning information changes, the early warning administrative departments and units shall promptly propose the adjustment of the early warning grade and re-release it. The early warning that needs to be canceled shall be promptly lifted. The adjustment and cancellation process of early warning information shall be the same as the release process of early warning information.

Chapter III  Safeguard Measures

Article 15 (Publication Channel)

The Municipal Early Warning Publication Center shall establish and improve dedicated platforms and mobile terminal applications for warning message dissemination .

The Municipal Early Warning Release Center shall integrate such applications as radio, television, newspapers and periodicals, websites, government WeChat and Weibo, mobile phone text messages, smart terminals, social media, and short videos, as well as information dissemination channels including elevated information boards and electronic displays to achieve the smooth publication and wide coverage of early warning information and to provide customized services to the public.

The administrative units of the public publication resources such as the Municipal Communication Commission, the Municipal Culture and Tourism Bureau, and the Municipal Greening and City Appearance Bureau shall coordinate the integration of publication resources including elevated information boards, broadcasting, television, buildings, and outdoor electronic displays in commercial areas with the Shanghai Emergency Early Warning Information Release System. The Municipal Communications Administration shall coordinate with mobile operators to establish an authoritative short number (12379) for the publication of early warning information and a fast SMS channel for the rapid publication of warning messages. It shall also promptly respond and issue in a timely manner early warnings targeting key areas. All early warning administrative departments and units shall, in accordance with relevant requirements of the early warning information publication, cooperate with the Municipal Early Warning Release Center to establish and perfect a “green channel” for the rapid publication of early warning information to ensure that the early warning information is promptly published to the public through multiple channels and in multiple ways.

Article 16 (Operation Management and Support)

The Municipal Emergency Bureau shall strengthen the guidance for the publication of early warning information, optimize and improve the management system for early warning publication, and coordinate, establish, and improve the operational guarantee mechanism for the Municipal Early Warning Publication Center.

The Municipal Meteorological Bureau shall be responsible for the operational management of the Municipal Early Warning Publication Center, the routine maintenance, and the renovation and upgrading of the early warning information publication system.

The Municipal Economy and Information Technology Commission and the Municipal Finance Bureau shall coordinate resources and strengthen support for the construction of the Municipal Early Warning Publication Center and the funding of its operational activities.

The Municipal Big Data Center shall strengthen the technical support for early warning information publication, and establish connectivity among business systems, emergency early warning information publication systems, and industry management systems to enable mutual empowerment among various systems. It shall establish and improve an information-sharing mechanism for the publication, reception, application, and feedback of early warning information to enhance the end-to-end and digital management capabilities of early warning publication.

The Municipal Early Warning Publication Center shall strengthen the guidance for the construction of the district-level early warning information publication system.

All district people’s governments shall strengthen support for the construction of the district early warning publication center and funding of operational activities.

Article 17 (Supervision and Management)

The early warning administrative departments and units shall strengthen the supervision and management of early information publication, and prevent situations such as the issuance of incorrect or false early warning information.

In case of unauthorized publication or significant errors in the publication of early warning information due to negligence of duty by staff members, relevant units and individuals shall be held accountable in accordance with laws and rules.

Chapter IV  Supplementary Provision

Article 18（Effective Date）

These Procedures shall be effective as of June 1, 2023, and be valid until May 31, 2028.
