Attention: all District People’s Governments, and all Committees, Offices and Bureaus (Administrations) of the Municipal People’s Government:

With the approval of the Municipal People’s Government, we hereby issue the Action Plan for Promoting the Innovation and Development of the Data Factor Industry Based on the New Track of Digital Economy (2023-2025) to you, and request you to implement it conscientiously.

Action Plan for Promoting the Innovation and Development of the Data Factor Industry Based on the New Track of Digital Economy (2023-2025)

With a view to implementing the major strategic deployment of the Party Central Committee and the State Council on building up China’s strength in cyberspace and digital technologies, and implementing the essence of the documents on the national data basic systems,cultivation of the data factor markets, etc., this Action Plan is formulated in the light of the requirements of this Municipality’s urban digital transformation, so as to further advance the development of the data factor industry, promote the release of digital dividends, and raise the quality of the digital economy.

I. Overall Objective

Vigorously push forward the global allocation of data resources, the layout of the whole chain of the data industry, and the all-round construction of the data ecology, and actively build up a data factor allocation hub node and a data factor industry innovation highland with international influence. By 2025, this Municipality shall basically establish a data market system, and the status of a national-level Data Exchange; fully release the momentum of the data factor industry so as to enable the scale of the data industry to reach 500 billion yuan, with a compound annual growth rate of 15%, and introduce and cultivate 1,000 enterprises of digital commerce. This Municipality shall also build up a super node for the integrated application of digital chain, and form 1,000 high-quality data sets, create 1,000 name brand data products, and select and set up 20 national-level demonstration models of the big data industry. Still more, this Municipality shall upgrade the development ecology of data factor as a whole, continuously improve the network and data security system, and deepen the international exchanges and cooperation in an all-round way.

II. Building a New Hub for Resource Allocation and Accelerating the Development of Data Factor Markets

1. Upgrading the energy level of Shanghai Data Exchange. Build up a national-level Data Exchange, and deepen the cooperation between data trading institutions with reliance on the national data trading alliance. Create the National Engineering Research Center of Data Factor Market, and establish the "Shanghai Data" market development index. Organize and carry out multi-board operations, and establish an international board to promote the overseas data to be traded in Shanghai. Enhance the key boards such as finance, shipping, trade and logistics, science and technology, and manufacturing, and cultivate specialized boards such as communications, medical care, transportation, energy, and credit to accelerate various enterprises’ entry and trading in the Exchange. Establish a system for the regulated circulation of data, improve the classified and graded operation procedures and security norms for data resources, products and assets, explore the establishment of an arbitration mechanism for data trading, and perfect the supervision mechanism for the operation of data trading sites. Arrange data trading chains and other hub platform facilities serving the whole country, by making use of the block-chain technology, promote the interconnection of trading institutions, the mutual recognition of digital commerce entities, and the on-exchange and off-exchange trading links, and establish a service system for the unified registration and certificate storage of data resources, products and assets. By 2025, Shanghai Data Exchange shall have listed 5,000 tradable data products and served 100,000 data supply and demand entities.

2. Establishing a system of value transformation for data factors. Innovate a paradigm of data property rights so as to protect enterprises’ rights to own, process and use the data resources and to operate their data products, and to promote the classified and graded rights confirmation and authorization of public data, enterprise data and personal data. Promote the evaluation and pilot program, of the capitalization of data, and under the guidance of relevant state departments, explore the formation of a data asset evaluation mechanism linked by the transaction in Shanghai Data Exchange, and carry out relevant trials in finance, communication, energy and other fields. Explore the establishment of a national economic statistical accounting system for data factors, and try the pilot program first in Pudong and then gradually spread it to the whole Municipality.

3. Optimizing the rules for market-oriented allocation of data factors. Explore the establishment of data product pricing models and price formation mechanisms, build up an index system for data transaction price evaluation, and deepen the enterprise credit collecting mechanism. Enhance the value of data knowledge, and build up a knowledge-increase-oriented income distribution mechanism, so as to protect market entities’ property rights and interests formed in the creation of data. Establish a regulatory mechanism for data factor markets, so as to strengthen the anti-monopoly and anti-unfair competition, severely crack down on black market transactions, perfect the complaint, reporting and investigation mechanism, and strengthen the establishment of the credit system.

III. Strengthening the New Supply of Data Products, and Popularizing Shanghai Data Name Brands

4. Innovating the supply of data technologies. Carry forward the research on basic data theories, optimize the layout of interdisciplinary subjects in the data field, and strive for breakthroughs in the fields of data weaving, large-scale multi-source heterogeneous data management, large-scale graph computing, and intelligent data engineering. Strengthen the innovation in the prospective application, focus on the aspects of the discovery of industry knowledge graph, new semantic network construction, and large model training, and accelerate the realization of data knowledge and knowledge software. Strengthen the innovation of digital-chain integration, deepen the application of block-chain technology in such links as the data resource development, data product development, data asset registration, etc., and build up a trustable architecture that links the circulation and trading, income distribution and security governance.

5. Innovating the supply of data products. Build up high-quality data sets, carry out data quality evaluation and assessment, construct high-quality corpora for large models, and form standard operating procedures and technical specifications. Create knowledge-type data products for such fields as finance, shipping, science and technology innovation, trade, manufacturing, etc., so as to promote a deep integration of data with the knowledge of specific sectors, and explore the establishment of a data-based intellectual property right protection system. Create Shanghai Data Name Brands. Formulate the guidelines for the creation of name brands and create a batch of Shanghai data name brands with national influence first in such fields as industry, finance, shipping, science and technology innovation. Compile maps of data resources, try a pilot program for the establishment of a mechanism for statistics and census of data resources, and publicize a list of data products. By 2025, this Municipality shall have formed 1,000 high-quality data sets, and shall have created 500 name brand data enterprises and 1,000 name brand data products.

IV. Stimulating New Demands for Scenario Application, and Deepening the Development and Utilization of Data Resources

6. Promoting the opening and sharing of public data. Carry forward the uploading of public data onto block-chain, establish and perfect the management mechanism for the full life cycle of public data, and improve the public data catalog system. Enhance the opening of public data, improve the multi-leveled and classified guidelines for the opening of public data, strengthen the traction of scenarios, and with the building of 30 pilot demonstration projects, encourage enterprises to participate in the opening and application. Strengthen the sharing of public data, include more high-frequency data related to enterprises’ and the people’s business handling into the scope of sharing, carry forward the multi-direction flow among the municipal, district, and sub-district/town levels, and establish a grass-roots-unit-oriented mechanism of quick response to data. Carry out the pilot authorized operation of public data with the focus laid on key fields.

7. Building a multi-level data hub system. Build up industrial data hubs with the focus laid on such key industrial fields as artificial intelligence, electronic information, biomedicine, automobile, etc., and in the light of the layout of new tracks, and relying on the leading enterprises, create key nodes of data, knowledge and algorithm "trinity", so as to serve the industry chain and supply chain. Create a characteristic data space for specialized fields such as finance, commerce, shipping, technology, transportation and energy, and create a trustable data space to provide basic services such as modeling, testing, and data governance for integrated applications. Create a data governance base, accelerate the data integration of "Government Online-Offline Shanghai" and "Integrated Online Administration", and perfect the theme databases such as the natural person, legal person, spatial geography comprehensive database, electronic license database and medical health, government services, etc. By 2025, this Municipality shall have created 10 industrial data hubs and 20 characteristic data spaces.

8. Expanding the application scenarios of data factor. Enhance the efficiency of intelligent economy scenarios, and build up a batch  of big data laboratories, industrial innovation centers, technological innovation centers and engineering centers for the "3+6" key industrial fields. Improve the experience of smart life scenarios, strengthen the integrated application of data in health, education and other fields, and promote the intelligence upgrading of people's livelihood service facilities and the innovation of business models. Upgrade the energy level of smart governance scenarios, so as to promote the data enabling enterprise full life cycle service, economic operation, comprehensive supervision, grass root unit’s governance and other fields, and study the construction of scientific research platforms for social governance big data and simulation so as to carry out social governance experiments under the condition of artificial intelligence.

V. Developing New Business Forms of Data Commerce, and Promoting the Clustered Development of Data Industry

9. Strengthening the impetus for the development of new business forms of data commerce. Promote the clustered and concentrated development of data commerce, and introduce and cultivate a batch of data commerce of the data resource type in finance, shipping, manufacturing, commerce, science and technology innovation and other fields; make stronger a batch of technology-driven data commerce focused on such fields as knowledge discovery, digital-chain integration, semantic network, privacy computing; and promote and cultivate the third-party service commerce in such fields as data compliance consulting, quality assessment, asset assessment, data delivery, international data brokerage, and offshore data services. Improve the public service system of data commerce, promote the industry self-discipline by relying on the data commerce association, establish an index system for the evaluation of data commerce, and publish a list of excellent data commerce every year.

10. Stimulating the vitality of various enterprises to create and use data. Strengthen the data operation capability of state-owned enterprises and promote the construction of enterprise data centers. Raise multinational enterprises’ level of "using cloud services and data to enable intelligence". Strengthen the digital transformation of small and medium-sized data enabling enterprises, bring into play the role of Shanghai Enterprise Service Cloud in supporting data commerce to enrich their data products, and public departments and state-owned enterprises to increase their purchase power of small and medium-sized enterprises’ data products and services. Guide internet platform enterprises, and leading enterprises of various trades to offer mutual and fair authorization with micro, small and medium-sized enterprises so as to establish a sound and reasonable income distribution mechanism. Support Shanghai Data Exchange to establish a digital asset board and to study the listing, issuance, circulation and trading mechanism of digital assets combined with the real economy.

11. Promoting enterprises’ data management capabilities to meet the standards. Carry out and implement the national standard of Data Management Capability Maturity Assessment Model (DCMM) with both the up-to-standard scale and level to be raised. Cultivate evaluation institutions for the standards implementation, build a public service platform for standards implementation, and support all districts and key industrial parks to optimize their supporting policies for standards implementation, and establish a crediting mechanism for standards implementation achievements. By 2025, this Municipality shall propel 500 enterprises to complete the standards implementation.

12. Building up clusters of model data-type enterprises. Optimize the layout of the cloud and network edges and terminals, develop with priority a batch of cloud service enterprises, network connection enterprises, and new intelligent terminal enterprises. Focusing on such fields as finance, shipping, life and health, carbon peaking and carbon neutrality, cultivate a batch of data resource-intensive chain owners. Build an innovation, incubation and investment platform for the data factor industry, which will provide support in terms of financial support, enterprise financing and listing, industry-university-research cooperation, intellectual property services and other aspects according to law. By 2025, this Municipality shall have cultivated 300 specialized, sophisticated, unique and creative data-type enterprises and 10 unicorn enterprises.

VI. Laying out New Space for Development, and Creating Landmarks for the Data Industry

13. Building "2+X" data factor industry cluster zones. Support Pudong New Area to further promote the market-oriented, comprehensive, and facilitative reform of data factors, and create Zhangjiang National Data Factor Industry Cluster Zone; and support Jing’an District to build a trustable data economy demonstration zone by relying on the National New Industrialization Demonstration Base (Big Data). Support the Bund Financial Cluster in Huangpu District, the "Changyang Show Belt" Online New Economy Ecological Park in Yangpu District, the Hongqiao International Open Hub in Changning District, the Industrial Internet Security Industry Demonstration Zone in Putuo District, the "Jiuzhang Intelligent Computing Port" in Baoshan District, the National Intelligent Connected Vehicle Pilot Demonstration Zone (Shanghai) in Jiading District, the Industrial Internet Demonstration Base in Songjiang District, the "Yangtze River Delta Digital Trunk Line" in Qingpu District, and other areas with relevant conditions to create parks with data characteristics.

14. Building the International Data Port Pioneering Zone in Lin-gang Special Area. Construct a cloud network digital-chain infrastructure system, carry forward the expansion of existing sea optical cables, lay new sea optical cables directly to East and Southeast Asia and construct a national new-type Internet exchange center, and lay out high-level data centers for international data cooperation to promote the block-chain cross-border international cooperation. Explore pilot areas for new-type data services, promote international cooperation in data space, deepen the opening up of telecommunication services, and gradually release the restrictions on foreign investors’ share-holding ratio in value-added telecommunication services. Establish Lin-gang Demonstration Zone of Shanghai Digital Trade International Hub Port, carry out the comprehensive integration of rules and stress tests, explore the innovation of crossing border data system, research and compile scenario lists and operational guidelines, and promote the safe and trustable flow of data. Optimize the layout of the data cross-border service industry in Lin-gang, so as to vigorously develop the data cross-border service industry. By 2025, Lin-gang Special Area shall have clustered 100 leading enterprises of the data factor type with the scale of related industries exceeding100 billion yuan.

15. Building the Global Digital Trade Port of Hongqiao International Open Hub. Actively cultivate the creator economy, support new production models such as artificial intelligence-generated content and multi-channel networks, develop the new cultural and creative industry such as e-sports operation, e-sports education, and animation, and promote the exportation of excellent cultural and creative works. Enhance the data energy level of the single window for international trade, and build the smart port digital base. Relying on the China International Import Expo, build up a new platform for global digital trade exhibition and trading, support the construction of Trade Digital Enabling Center and Hongqiao International Online New Economy Ecological Park, and vigorously cultivate the leading digital trade enterprises.

16. Building the Yangtze River Delta Integrated Data Cooperation Demonstration Zone. Systematically push forward the construction of regional digital infrastructure, raise the energy level of network transmission and overall service efficiency, and promote the regional cooperation in public data resources. Deepen the practice of regional data standardization, and promote the mutual recognition and exchange of digital authentication systems and electronic certificates. Establish the Yangtze River Delta Board of Shanghai Data Exchange, strengthen the inter-city cooperation, and raise the efficiency of regional allocation of data factors.

VII. Creating a New Ecology for Development, and Strengthening Comprehensive Support for the Data Industry

17. Accelerating the layout of new infrastructure. Construct a ubiquitous and intelligent network connection system, promote the linkage of multi-cloud and multi-network, consolidate and upgrade the energy level of facilities such as 5G, IPv6, and Beidou communication and navigation integration, and strengthen the innovation in block-chain chips and operating systems and the application of key technologies such as 6G, terahertz, and quantum communications. Construct a new perception system of the Internet of Things and digital communication, deepen the layout of new-type and city-area specialized networks for Internet of Things, develop the industrial Internet, vehicle networking, intelligent pipe network, and smart grid, and continuously push forward the construction of the national top node (Shanghai) system of industrial Internet identification and analysis. Construct an efficient and collaborative computing power system, an "E-level" supercomputing carrier and an artificial intelligence public computing platform, deploy edge computing resource pools according to local conditions, and in response to the national strategy of “Digit East and Computing West” , construct a hub-type computing power dispatching platform . By 2025, the total scale of computing power shall be quadrupled compared with the end of the 13th Five-Year Plan period.

18. Strengthening the guarantee of data security. Establish a classified and graded data protection system, formulate important data catalogs, and strictly implement the personal information protection. Establish the data security monitoring, early warning and emergency handling mechanisms, and raise the intelligence and automation level of security incident handling. Develop the data security industry, push forward the technological innovation such as data identification, quality control, and kinship analysis, accelerate the research and development of such products as privacy computing and cryptography, and the application of solution schemes and cultivate the third-party institution such as data security planning and consulting. Innovate trustable circulation services, and perfect the platform architecture, so as to create a low-cost, efficient and reliable circulation environment.

19. Optimizing the public service system. Promote the precise docking of industry and finance, support the in-depth docking of commercial banks, insurance institutions and data enterprises, and push forward the data-enabled financial innovation such as the supply chain finance and the quality insurance. Push forward a deep integration of production and education, establish continuing education bases for professionals in the data field to cultivate interdisciplinary talents with both professional capability and data literacy. Push forward the construction of functional platforms, build up big data testing and certification platforms, and comprehensive testing platforms for key common technologies, support the construction of big data open source platforms and communities, and establish a professional service system for data factors.

20. Strengthening the guidance of standards and norms. Implement the national standards in the field of data, research and formulate standards, norms and industry guidelines such as the classification and grading, transaction compliance, assetization, and digital trust, and optimize the measurement methods for the big data industry. Push forward the pilot demonstration of the standards, encourage the advanced standards in the field of data to apply for the "Shanghai Standard" and the standard innovation contribution awards, and guide the key regions and key enterprises to carry out the pilot demonstration of standardization. By 2025, this Municipality shall publish 50 new local standards and group standards for data, and establish 6 "Shanghai Standards".

VIII. Construct an All-round Guarantee System

21. Perfecting the organization and promotion mechanism. Relying on the Office of Shanghai Municipal Digital Transformation Leading Group, promote the cross-regional, cross-departmental and cross-level organizational collaboration, and popularize the chief data officer system. Encourage the competent departments of all districts and all industries to determine their strategic directions and characteristic name brands in line with their respective industrial practice of data factors, and according to the requirements of "one district one characteristic" and "one industry one plan", create a batch of model enterprises and issue a batch of characteristic policies.

22. Optimizing the policy environment for development. Implement the national basic system for data, deepen the relevant supporting policies for the Regulations of Shanghai Municipality on Data, and based on the legislative authority of Pudong New Area, research and issue special rules and regulations on data circulation and trading, and explore the implementation path of data assetization and accounting processing. Coordinate the relevant municipal and district special funds to support key data technologies, core products, excellent data commerce, enterprises up to the data standard, model scenarios, etc. Support all types of entities to purchase data products through Shanghai Data Exchange, and those eligible ones may enjoy the policy of R&D expenses tax deduction in accordance with the provisions. Establish a subsidy mechanism of “no application but enjoying“ for data transaction service fees, and explore the incentive policies for first purchase and first use of data products and services.

23. Deepening the opening-up and cooperation. Bring the mechanisms such as Shanghai-Singapore Comprehensive Cooperation Council and Shanghai-Hong Kong Cooperation into full play, strengthen the global promotion of Shanghai Data Exchange, support the establishment of Asian Data Factor Market Research Institute, and actively participate in the research and formulation of international rules and standards on data flow, data security, authentication and evaluation, and digital taxation. Continuously run well the Global Data Ecosystem Conference. Relying on the single window for international trade, promote the international e-invoice interoperability, product code identification and mutual recognition of corporate digital identities. Deepen the cooperation between the Ministry and the Municipality, so as to implement the national plan and carry out the pilot projects thereof, to jointly build a batch of hub-type, network and functional carriers and projects, to successfully run the Shanghai Open Data Application Challenge (SODA), and to build up a high-level exchange and cooperation platform.
