Shanghai Municipal Administration of Culture and Tourism
The Shanghai Municipal Administration of Culture and Tourism primarily assumes the following responsibilities:
1. Enforce laws, regulations, rules, guidelines, and policies related to culture, tourism, radio and television, and cultural heritage. Conduct studies and draft local regulations concerning culture, tourism, radio and television, and cultural heritage. Formulate relevant policies and oversee their implementation.
2. Develop plans and local standards for the advancement of culture, tourism, radio and television sectors, as well as the cultural heritage industry. Coordinate the implementation of these plans. Participate in the formulation of cross-regional tourism plans. Foster the integrated development of culture and tourism with sectors such as science and technology, education, finance, transportation, and industry.
3. Develop mid- and long-term plans for major cultural and tourism activities. Manage citywide major cultural and tourism events while providing guidance for the construction of key cultural and tourism facilities, industrial parks, and regional industry clusters with distinct characteristics. Organize the promotion for the overall image of tourism in Shanghai, devise marketing and development strategies, oversee the development and promotion of important tourism products, and formulate specialized plans for red tourism and other unique initiatives.
4. Provide guidance and management for literature and art endeavors within the Municipality. Direct artistic creation and production, support works of literature and art that embody socialist core values and serve as guiding, representative, and exemplary pieces. Foster the development of diverse art forms and genres.
5. Assume responsibility for public culture, tourism, radio, and television services throughout the Municipality. Organize the establishment and development of a robust public service system in these areas, with a particular focus on implementing cultural projects that benefit the general public. Promote standardization and equal access to fundamental public cultural services within the Municipality. Foster the advancement of public cultural initiatives and effectively organize a wide array of mass cultural activities.
6. Lead and coordinate scientific and technological innovation and development in the fields of culture, tourism, radio and television, and cultural heritage within the Municipality. Facilitate industry informatization and standardization efforts while publishing industry data.
7. Safeguard intangible cultural heritage and drive initiatives for its protection, inheritance, popularization, promotion, and revitalization.
8. Provide guidance for the growth of cultural and tourism, radio and television industries. Promote the integrated development of culture and tourism with other relevant industries. Organize and conduct comprehensive surveys, excavations, protection, development, and utilization of cultural and tourism resources within the Municipality.
9. Foster, cultivate, and regulate cultural and tourism markets. Promote the establishment of a credit system for these industries and enforce regulatory measures in accordance with the law. Organize, guide, and oversee comprehensive law enforcement in the cultural market and coordinate with relevant departments to address industry emergencies.
10. Offer business guidance and industry supervision to various radio and television organizations. Collaborate with relevant departments to regulate online audio-visual program service providers. Evaluate radio and television programs, guide the development of the teleplay industry, and oversee the creation and production of TV dramas within the Municipality. Supervise and review the content and quality of radio and television programs, as well as online audio-visual content. Provide guidance and supervision for radio and television advertising exposure.
11. Oversee and manage the allocation of radio and television frequencies, channel resources, and cable network planning and construction within the Municipality. Organize the implementation of major radio and television technology projects and ensure the security of radio, television, and network communication and transmission within the Municipality. Foster the integrated development of radio and television with new media technologies and emerging business models, facilitating the integration of radio and television networks with telecommunication networks and the internet.
12. Protect, manage, and utilize cultural relics within the Municipality. Organize and coordinate archaeological excavations and the preservation of unearthed cultural relics. Provide guidance and coordination for business and academic exchange activities in museums and promote exchange, cooperation, and resource sharing among museums.
13. Guide and manage cultural, tourism, radio and television, and cultural heritage exchanges with foreign countries, Hong Kong, Macao, and Taiwan. Supervise and coordinate cultural, tourism, radio and television, cultural heritage, and other relevant activities conducted by diplomatic missions in Shanghai and international organizations.
14. Develop plans for talent team construction in the fields of culture, tourism, radio and television, and cultural heritage industries, and ensure the effective implementation of these plans. Provide guidance and oversight to social organizations at the municipal level involved in culture, tourism, radio and television, as well as cultural heritage industries.
15. Undertake additional tasks as assigned by the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government.
