Science and Technology Commission of Shanghai Municipality issues an official letter for Foreign S&T Talents Working in Shanghai. Those who hold this letter can apply for 2-5 years residence based on his or her employment (Further detail please refer to Exit-Entry Administration Bureau of Shanghai Public Security Bureau).

Foreign personnel working in Shanghai who meet the following criteria could apply for the accreditation of Foreign S&T Talents Working in Shanghai.

1. Technical/R&D directors or key technicians working in the enterprises registered in Shanghai.

2. Leading researchers or key fellows working in Chinese national or provincial research institutes registered in Shanghai.

3. Leading researchers working in Shanghai universities.

4. Experts, scholars or technicians working in Shanghai who made significant contributions in specific fields, or published influential papers in international journals, or were awarded international academic awards.

5. Experts, scholars or technicians working in Shanghai who led Chinese national or Shanghai major science and technology projects and had rich experience in research and engineering.

6. By principle, annual output value of companies in Shanghai is no less than 30 million Chinese Yuan.

7. The age limit of the applicant is depended on the relevant regulations of the age limit for foreign employees in Shanghai.

V. Documents required to be submitted:

1. Application provided by Shanghai employer (Please indicate the position);

2. Copy of organization code certificate;

3. Copy of business license;

4. Copy of work contract or appointment letter;

5. Copy of passport.

Each of the above paper materials shall be submitted in one copy
