Legal Basis
Regulations on the Administration of Printing Industry(announced by the Decree No.315 of the State Council of Peoples Republic of China on August 2, 2001, amended for the first time by the Decree No.666 of the State Council the Decision of the State Council on Amending Certain Administrative Regulations on February 6, 2016, and amended for the second time by the Decree No.676 of the State Council the Decision of the State Council on Revising and Repealing Certain Administrative Regulations)
Article 14 The state allows to establish Sino-foreign joint printing enterprises, Sino-foreign cooperative printing enterprises, and foreign-funded enterprises engaged in packaging decoration printing. The specific measures are to be determined by the printing administrative department under the State Council and the foreign trade competent department under the State Council.
Interim Provisions on the Establishment of Foreign-funded Printing Enterprises (Decree No.16 of General Administration of Press and Publication of the Peoples Republic of China and Ministry of Foreign Trade and Economic Cooperation, and amended for the first time by the Decision on Amending Certain Regulations and Normative Documents of the State Administration of Press, Publication, Radio, Film and Television on August 28, 2015)
Article 13 Existing Sino-foreign printing enterprises applying for sidelines or changing to running publication, packaging decoration printing or other printing business, or existing foreign-funded printing business applying for acquiring other printing business owners or setting up new printing business owners due to consolidation or division, are subject to approval by the foreign trade and economy department based on approval by General Administration of Press and Publication, and to registration change formalities according to laws.
Other matter changes are subject to approval by the original approving department according to the current regulations, and to the relevant registration change formalities. Enterprises changing their names, legal representatives or responsible persons, domiciles or business premises, equity ratio and other major mattes or terminating printing business should report to General Administration of Press and Publication for filing.

1. Material reception. The applicant can submit the application materials either at the government affairs hall of Shanghai Municipal Press and Publication Bureau (Shanghai Copyright Bureau) (No.5, Shaoxing Road) or on the Yiwangtongban platform (http://zwdt.sh.gov.cn/govPortals/index.do). The staff will review the materials submitted by the applicant to see if they are in conformance to the catalogue and form standards of application materials, and issue reception proof if the submitted materials are qualified.
2. Acceptance. The staff will review the application materials based on the accepting conditions on site, and issue the Accepting Notice to the applicant if the materials are complete and qualified; if the materials are incomplete or unqualified, the staff will notify the applicant of all the application materials to be supplemented or corrected once and for all.
3. Examination. The staff at the printing distribution office will preview the application materials, and inform the applicant of all the materials to be supplemented or corrected if the materials are incomplete or unqualified. Then, the application materials will be examined within 6 working days based on the review and approval conditions, and the examination opinions will be reported to the person in charge of the Printing Distribution Office who will review the application materials and examination opinions within 1 working day.
4. Decision making and accreditation. The chief administrative officer of the bureau will re-examine relevant review opinions based on the review and approval conditions and make the decision of approving or not within 2 working days. The accreditation staff will produce the printing business permit or issue a written decision accordingly.
5. Delivery. The staff at the permit issuing window will deliver the permit or a written decision to the applicant within 1 working day.

Rights and obligations of the applicant
The applicant shall have the following rights according to laws:
1. Applicants meeting the legal conditions and standards have the equal right to obtain the administrative permit according to law, and the administrative organ shall not discriminate;
2. Applicants have the right to state on, and defend themselves against, and apply for administrative review or bring an administrative lawsuit against the implementation of administrative permit by the administrative organ. Where legal rights of applicants damaged by illegal implementation of administrative permit by the administrative organ, applicants are entitled to claim compensation according to law;
3. Other rights prescribed by laws and regulations.
The applicant shall have the following obligations according to laws:
1. Provide truthful application materials;
2. All administrative permits obtained according to law may not be transferred, except for those allowed by laws and regulations and subject to legal conditions and procedures;
3. Other duties specified by laws and regulations.
