★ Notes
(1) Subject to presence of parents(in the case of parents divorced, parent with the liability of guardian to the applicant)
(2) The photo shall be a front-face and bareheaded color photo with white background (with a size of 48mm*33mm). The width of the face shall be equal to/greater than 18mm ± 1mm, the distance between the hairline and the top edge of the photo shall be 1.5mm - 2.5mm, and it is advisable to show the complete collar point of the shirt or collarbone.
(3) Where the Applicant applies for change of nationality, the proof of acquiring a foreign nationality shall be submitted. Where the applicant had a Chinese nationality, such original resident in Mainland China shall provide the original Chinese private passport and proof of foreign residence (in case a person holding a business passport acquires a foreign nationality, the procedures for renunciation of Chinese nationality shall be first completed); in case of original Taiwan residents, the proof for de-registration of permanent residence in Taiwan shall also be provided; in case of original residents of Hong Kong and Macao, the proof for cancellation of Hong Kong and Macao resident status shall also be provided. When necessary, the proofs provided by foreign countries shall be certified by Chinese embassies (consulates).
(4) In case of name change of the applicant, the proof of name change or the proof that the two names refer to the same person shall be provided in original and 2 copies; if the same are issued by a foreign country, the same shall be certified by Chinese embassies (consulates).
(5) The certificate of crime-free record, marriage certificate, birth certificate, kinship certificate, proof of adoption, proof of name change and other relevant materials issued by a foreign country may be issued by the competent national department and certified by Chinese embassies (consulates), and the proofs issued by the embassy (consulate) of the country where the Applicant is located in PRC (personal statement is not acceptable) may also be submitted.
(6) Supporting materials in foreign language should be translated into Chinese by qualified domestic translation company and affixed with the official seal of such company, accompanied by the duplicate of the business license of such company.
(7) If the applicant needs to print his/her Chinese name in the Permanent Residence Identity Card for Foreigners, he/she shall write in the column of “Other issues to be explained” that “the Chinese name is required to be printed at the time of card production”.

Legal Basis
According to Article 30 of the Exit-Entry Administration Law of the Peoples Republic of China (as adopted at the 27th Session of the Standing Committee of the Eleventh National Peoples Congress of the Peoples Republic of China on June 30, 2012 and coming into force on July 1, 2013), where the visa held by a foreign national carries an annotation requiring that a residence permit be obtained after entering China, the foreign national shall, within 30 days of entering China, apply for a residence permit for foreign nationals to the exit-entry administration division of the public security authority of the local peoples government of the place at or above the county level where the foreign national intends to reside.

I. Mode of Business Handling: process at the business window II. Procedures of Business Handling: (I) Apply. An application for foreigners permanent residence in China shall be submitted by the applicant himself or his parent if he is unmarried and under 18 years old or his attorney to the public security organ of the peoples government of the city divided into districts, or the branch or county bureau of public security of the municipality directly under the Central Government, in the place where the principal investment was made or of long-term residence. In the case of applying through an attorney, a power of attorney issued by the applicant which has been notarized by notary office shall be required. A power of attorney issued by the applicant abroad shall be subject to the authentication of the Chinese embassy or consulate in the country concerned. (II) Accept, Review and Decide. The accepting authority shall, within three months after the date of acceptance, complete investigating work and report qualified applications to the reviewing authority. The reviewing authority shall, within two months, complete reviewing work and report qualified applications to the Ministry of Public Security. For the applications which are rejected, the accepting authority and the reviewing authority shall make the decisions of rejection for the Ministry of Public Security within the said periods respectively. For the foreigners who are granted the permanent residence in China, the Ministry of Public Security will issue the Permanent Residence Identity Card for Foreigners. For the applications filed for replacing or reissuing the certificate, the accepting authority shall, after completing the investigating work, report the qualified applications to the reviewing authority. After completing the reviewing work, the reviewing authority shall report to the Ministry of Public Security to prepare the certificate.
