Application Materials
Instructions for Filling
1. The application materials shall be sequenced in the order as set out in the List of Application Materials in this Guide;
2. The documents prepared by the Applicant are printed with A4 papers, and those issued by the government and other authorities shall be provided in the size(s) as the original(s);
3. Copies of the application materials shall be clear and legible.
Formal Standards
I. Regulations on entrustment. A motor vehicle driver may entrust an agent to apply for renewal and replacement of the driving license, submit the proof of physical conditions, postpone the application or de-register the driving license. In case of application by the agent for the driving license, the agent shall submit the proof of his/her own physical conditions and the application form or proof of physical conditions jointly signed by the motor vehicle driver and the agent.
II. Necessity for providing the correct contact information. The applicant shall provide his or her contact information in the application form truthfully and accurately, indicating his or her mobile phone number and contact address (format: Room XX, No. XX, Lane XX, XX Road, XX District, Shanghai). The motor vehicle driver shall be aware of all such matters as the valid term of the driving license and the date of physical examination, and complete corresponding formalities as required. The traffic administrative department of the public security department will send notices and message related to the driving license to the motor vehicle driver by post, SMS and other ways on basis of the contact information provided by the applicant.
III. Regulations on the identity certificates, domicile and overseas driving license of the applicant applying for a driving license.
(I) Identity certificates mean:
1. Identity certificates of residents, i.e. Resident Identity Card or Temporary Resident Identity Card. For residents of the Chinese Mainland living outside their places of domicile, the identity certificate required to be submitted by provisions of Articles 19, 21, 22 and 83 of the Order No. 139 of the Ministry of Public Security (i.e. first application for driving license, application for increasing the categories of vehicle, application for replacement of the military and police driving license or overseas driving license, and application for school bus driving qualification) refers to the Resident Identity Card or Temporary Resident Identity Card and the proof of residence (including Shanghai Residence Permit or Certificate of Residence Registration) approved and issued by the public security organ;
2. Identity certificates of soldiers on service (including the armed police), i.e. Resident Identity Card or Temporary Resident Identity Card. Prior to obtainment of the Resident Identity Card, it refers to the Military Officer Certificate, Civilian Officer Certificate, Soldier Certificate, Certificate of Retirement with Honors, Certificate of Retirement and other valid military identity documents approved and issued by relevant military departments, as well as the domicile certificate issued by the unit at the regiment level or above (note: the certificate issued by a unit at the regiment level or above shall indicate that: the army that the applicant belongs to is based in Shanghai; the resident identity card number of the applicant; the domicile of the applicant in Shanghai (format: Room XX, No. XX, Lane XX, XX Road, XX District, Shanghai));
3. Identity certificates of residents in Hong Kong and Macao Special Administrative Regions refer to the Mainland Travel Permit for Hong Kong and Macao Residents held at the time of entry or the PRC Travel Permit approved and issued by the Ministry of Foreign Affairs, as well as the Resident Identity Card of Hong Kong and Macao Special Administrative Regions and the Registration Form for Temporary Residence of Overseas Persons issued by the public security department of Shanghai or an authorized hotel;
4. Identity certificates of residents in Taiwan region refer to the five-year Mainland Travel Permit for Taiwan Residents approved and issued by the public security organ or the PRC Travel Permit approved and issued by the Ministry of Foreign Affairs and the Registration Form of Temporary Residence for Overseas Persons issued by the public security department of Shanghai or an authorized hotel;
5. Identity certificates of overseas Chinese refer to the PRC Passport and the original and translated versions of the Foreign Residence Permit (with the right of permanent residence), and the translation institution shall be a translation institution for overseas replacement or the embassy & consulate in the country of the residence right;
6. Identity certificates of foreigners refer to the passport or other travel permit held at the time of entry, the valid visa or stay/residence permit with a stay/residence period of over three months, and the proof of stay registration issued by the public security department of Shanghai or an authorized hotel;
7. Identity certificates of the personnel of a foreign embassy or consulate in China and the representative office of an international organization in China refer to the valid identity certificates issued by the Ministry of Foreign Affairs.
(II) Domicile means:
1. Domicile of a resident refers to the domicile recorded on the Resident Identity Card or Temporary Resident Identity Card;
2. Domicile of a soldier on service (including the armed police) refers to the domicile recorded on the Resident Identity Card or Temporary Resident Identity Card. Prior to obtainment of the Resident Identity Card, it refers to the domicile recorded on the domicile certificate issued by the unit at the regiment level or above;
3. Domicile of an overseas person refers to the domicile recorded on the proof of stay registration approved and issued by the public security organ;
4. Domicile of the personnel of a foreign embassy or consulate in China and the representative office of an international organization in China refers to the domicile recorded on the valid identity certificates approved and issued by the Ministry of Foreign Affairs.
(III) Overseas driving license refers to a driving license with a separate driving qualification approved and issued by a foreign country, Hong Kong and Macao Special Administrative Regions and Taiwan Region.
IV. Requirements for the picture used on a driving license.
1. Taken within 6 months before the applicant applies for a driving license;
2. The picture shall be a color half-length identification photo of the bareheaded front face of the applicant, with straight flange and without wearing a hat, scarves, uniform and tinted spectacles; if the applicant has long hair, the ears shall be exposed, and on the head and face, any deflection, half turn, heavy makeup or accessory influencing the identification of facial features is prohibited.
3. The background shall be white, and the portrait shall be clear, showing enriched layers, look natural and have no obvious distortion; 4. The size shall be 32mm22mm, with the width of the head being 14mm-16mm and length of the head being 19mm-22mm;
5. Requirements for self-taken electronic photos
(1) The photo shall be a jpg file with a size greater than 50KB but less than 1MB, and the resolution ratio shall be greater than or equal to 300dpi;
(2) The electronic file shall not be a scanning copy and remade copy;
(3) The size of the drivers’ electronic photo shall meet the standards.
V. Internet services for driving license. The Applicant may apply for a driving license through the internet platform for integrated service management of traffic safety. Search for the specific service items and handling procedures by logging in the Internet Platform for Integrated Service Management of Traffic Safety of the Traffic Police Headquarters of Shanghai Municipal Public Security Bureau (http://sh.122.gov.cn/).
VI. Valid term of the proof of physical conditions. The proof of physical conditions shall remain valid in 6 months upon its issuance.
VII. Valid term of the driving license. Six years, ten years and long term. See details in the endorsement on the driving license.
VIII. If an electronic certificate is available for the certificate submission module of the citizen cloud APP Suishenban, one can submit the electronic certificate instead of turning in the hardcopy materials.

Legal Basis
I. According to Article 19 of the Road Traffic Safety Law of the Peoples Republic of China (as published under Order No.47 of the President of the Peoples Republic of China on October 28, 2003; revised for the first time on December 29, 2007; revised for the second time on April 22, 2011; coming into force on May 1, 2011), whoever drives a motor vehicle shall have lawfully obtained a motor vehicle driving license. Whoever applies for a motor vehicle driving license shall meet the conditions for driving permission as prescribed by the public security institution under the State Council; after he is found upon examination be qualified, the traffic administrative department of the public security organ shall issue a motor vehicle driving license of the corresponding category.
II. Provisions on the Administration of Motor Vehicles and Drivers of Temporary Entry (Order No. 90 of the Ministry of Public Security)
Article 10 A motor vehicle driver of temporary entry shall, when driving his own motor vehicle of temporary entry on a road in China, apply to the traffic administrative department of the public security organ of the municipality directly under the central government or districted municipality where the place of entry or place of start is located for the temporary permission for motor vehicle driving.
Article 11 A motor vehicle driver of temporary entry shall, when driving a Chinese motor vehicle, apply to the traffic administrative department of the public security organ of the municipality directly under the central government or districted municipality where the leasing unit is located for the temporary permission for motor vehicle driving.

I. Handling at the window
1. The applicant shall take the required materials, go to the accepting window of Substation I of the Vehicle Management Station, the window for overseas license replacement of the sub-bureau at Shanghai Hongqiao Airport, or the window for overseas license replacement of the traffic police division of FTZ sub-bureau, and complete the procedures for persons holding an overseas (including Hong Kong, Macao and Taiwan) driving license to apply for a driving license. Extensional services such as physical examination and photographing will be available at the window, depending on the circumstances.
2. if the applicant applies for a driving license applicable to the category of vehicle other than large bus, tractor, city bus, medium bus and large truck, if relevant regulations are followed and procedures are complete, after passing the examination of Subject I, the driving license shall be approved and issued to the applicant immediately on the site; if the applicant applies for a driving license applicable to large bus, tractor, city bus, medium bus and large truck or over two categories of vehicle, one of which is large bus, tractor, medium bus and large truck, after the applicant passes the examinations of Subjects I and III, the vehicle management station shall produce and issue the driving license;
3. Personnel of a foreign embassy or consulate in China and the representative office of an international organization in China shall take the examinations according to the equivalent diplomatic policies, and after the examinations are passed, the vehicle management station shall produce and issue the driving license;
4. If the applicant is a resident of the Chinese Mainland and stays in the country or region issuing the driving license for less than three consecutive months when the overseas license is obtained, after the applicant takes and passes the examinations of Subjects I, II and III, the vehicle management station shall produce and issue the driving license;
5. The applicant shall complete the examinations of all subjects within three years upon the date of acceptance by the vehicle management station.

Question: What do the identity certificates refer to?
Answer: 1. For an organ, enterprise, institution or social organization, the identity certificates refer to the Organization Code Certificate, the power of attorney affixed with its official seal, and the identity certificate of the agent holding such power of attorney. If the owner of the motor vehicle is an internal organization of the unit and does not met the conditions to receive the Organization Code Certificate, the Organization Code Certificate of the superior unit can be used as the identity certificate of the owner of the motor vehicle. If the unit has been canceled, revoked or gone bankrupt, and its motor vehicle needs to go through the procedures of registration change, registration transfer, cancellation of mortgage registration, de-registration, cancellation of pledge registration, application for motor vehicle registration certificate, and replacement or renewal of motor vehicle registration certificate, license plate and driving license, the cancellation certificate issued by the administrative department for industry and commerce can be used as the identity certificate of the unit that has been canceled. For an organ, institution or social organization which has been revoked, the identity certificate refers to the certificate issued by the superior administration. For an enterprise which has gone bankrupt, the identity certificate refers to the certificate issued by a legally formed liquidation institution; 2.
