Application Guide for Notariztaion of No Criminal Record of Overseas Person

1. Applicant Conditions

The applicant shall meet the following conditions：

The applicant, as an overseas person, who has resided in this city and registered with the public security authority, may apply for a certification of no criminal record during his/her residence in this city.

5	Certification of No Criminal Record	Original	1	Certification of No Criminal Record during his/her work/study period issued by the Employer or School of the foreigner, or resident of Hong Kong, Macao or Taiwan, China
6	Certification of Work/Study of Overseas Person in this City	Original	1	Including but not limited to the labor contract, employment permit, tax bill, student ID Card, certification of study, certification of graduation, etc.
7	China entry/exit records and visas of overseas person	Original	1	Foreigners shall provide the passport when the information can be reflected in the passport. Residents of Hong Kong, Macao and Taiwan, China shall provide the list of entry/exit record issued by the Entry/Exit Department.
8	Identity certificate of custodian	Original	1	Please provide the documents required when the applicant is without civil legal capacity or with limited civil legal capacity.

1. Acceptance
2. Conditions for acceptance

The notary office in Shanghai shall accept the application that meets all the following conditions:

1. The applicant meets the applicant conditions as set in this Standard；
2. It’s the true intention of the applicant to apply for the notarization of no criminal record；
3. The applicant can provide authentic, legal and sufficient application documents as per the List of application documents;
4. The applicant pays the notary service fee as fixed in this Standard.
5. Cases of non-acceptance

The notary office shall not accept the notarization under any of the following circumstances, and shall inform the applicant of the reasons of non-acceptance:

1. The applicant does not meet the applicant conditions as set in this Standard；
2. It’s not the true intention of the applicant to apply for the notarization of no criminal record；
3. The applicant cannot provide the application documents required by the List of application documents as set in this Standard, or cannot provide the supplementary materials as required by the notary office; or the applicant make up or conceal facts or provide false application documents ；
4. The applicant cannot pay the notary service fee as fixed in the Standard.
