Applicants: Workers who have Shanghai household registration and build start-ups including small and micro businesses, privately or individually-owned businesses, farmer cooperatives, and private non-enterprise units in Shanghai; Workers who do not have Shanghai household registration but are holders of Shanghai Residence Permit, Residence Permit of Shanghai for Hong Kong, Macao and Taiwan Residents, Residence Permit of Shanghai for Overseas Talent (Card B) and the Certificate of Eligibility for Investment in Shanghai for Returned Personnel Studying Abroad.

Loan amount: No higher than 500,000 yuan.

Loan interest rate and period: The loan interest rate shall be no higher than 1% above the benchmark interest rate set by the People’s Bank of China over the same period. The loan period shall be no longer than 3 years.

Means of guarantee and credit line: Counter guarantee free of mortgages and pledges.

Where to apply: The entrepreneurship guidance and service organ under the employment promotion center of the district where the applicant registers its start-up.
