Contents of Support

      1.Subject one: excellent academic leader

Target of support: selecting and cultivating academic leaders at the frontier of global science and technology; assisting leaders build high-level teams of scientific research and innovation

Duration: June 1, 2020 – May 31, 2023

Fund: fix grant of 400 thousand yuan for each program

2.Subject two: excellent academic leader (Youth)

Target of support: supporting the independent choices of innovative research direction made by young scholars who have already yielded prominent achievements; promoting rapid growth of young talents in science and technology, cultivating academic leaders at the frontier of global science and technology

Duration: June 1, 2020 – May 31, 2023

Fund: fix grant of 400 thousand yuan for each program

3.Subject three: excellent technological leader (Enterprise)

Target of support: selecting and cultivating technological leaders in industry and technology innovation; assisting leaders build high-level teams of scientific research and innovation

Duration: June 1, 2020 – May 31, 2023

Fund: fix grant of 400 thousand yuan for each program

Requirements for the subject of the application: The type of program undertaker should be an enterprise in Shanghai that registered before January 1, 2017 with registered capital of no less than 5 million yuan.

4.Subject four: excellent technological leader (university, scientific research institute)

Target of support: encouraging excellent sci-tech personnel to carry out researches that are in line with Shanghai’s development priorities to meet the scientific and technological needs of enterprises; encouraging enterprises, universities and research institutes to collaborate with the tie of the programs

Duration: June 1, 2020 – May 31, 2023

Fund: fix grant of 400 thousand yuan for each program

Applicable Conditions

1.Excellent academic leader

Requirements for the subject of the application: The type of program undertaker should be a university, scientific research institute or hospital in Shanghai.

Requirements for the person in charge of the program: (1) applicants should be under 50 years old (born on or after January 1, 1970); (2) applicants should have experience of independently chairing national programs and have a stable team of scientific research.

2.Excellent academic leader (Youth)

Requirements for the subject of the application: The type of program undertaker should be a university, scientific research institute or hospital in Shanghai.

Requirements for the person in charge of the program: (1) applicants should be under 42 years old (born on or after January 1, 1978); (2) applicants should have experience in independently chairing national-level programs, great potentials in innovation and development. Applicants should work at the frontline of scientific research.

3.Excellent technological leader (Enterprise)

Requirements for the subject of the application: The type of program undertaker should be an enterprise in Shanghai registered before January 1, 2017 with a registered capital of no less than 5 million yuan.

Requirements for the person in charge of the program: (1) applicants should be under 50 years old (born on or after January 1, 1970); (2) applicants should have experience in technological research and development, and have a stable R&D team.

4. Excellent technological leader (university, scientific research institute)

Requirements for the subject of the application: The type of program undertaker should be an enterprise in Shanghai registered before January 1, 2017, with a registered capital of no less than 5 million yuan.

Requirements for the person in charge of the program: (1) applicants should be under 50 years old (born on or after January 1, 1970), being employed in a university, scientific research institute, or hospital in Shanghai; (2) applicants should participate in the R&D projects of enterprises. Based on sound collaboration, the applicant can apply for this program through the enterprise.

The program should be applied by an independent legal entity registered in Shanghai and capable of organizing the implementation of the program.

5. Do not apply repetitively when research contents have already achieved public financial support.

6. All application units and program participants should adhere to the integrity management of scientific research. The person in charge of the program should promise the authenticity of the submitted materials. The application unit should be responsible for the qualification of applicant, and should verify the authenticity and completeness of the application materials. No confidential content should be submitted.

7. If expert avoidance is proposed, written materials such as the feasibility plan of the program should be submitted along with the official letter issued by the application unit to propose the list of the experts and reason for avoiding experts.

8. The person in charge of 2 or more ongoing technological research programs of the Science and Technology Commission of Shanghai Municipality should not apply for this program as the person in charge.

9. Program application units and program participants should abide by the ethics rules of scientific research. If the content of the application involves human safety, health, and rights, an ethical review should be carried out. The ethical review report should be submitted along with the program feasibility plan.

10. The following people are excluded from the application: (1) Those who have been selected in programs of Changjiang Scholars, The National Science Fund for Distinguished Young Scholars and other national or Shanghai talents programs. (2) Those who have been selected in “Shanghai Excellent Technological Innovation Talent Training Programs”, and is still in the program training process.

11. In order to raise the quality of the programs applied, the best application should be submitted after selection by the unit. Excellent Academic Leader/ Excellent Academic Leader (youth): the number of the recommended programs applications by each unit and the matters needing attention in application will be further notified.

12. Every applicant can only apply for one program.

13. In order to allow the scientific research personnel at the frontline of anti-epidemic to concentrate on the epidemic prevention and control, dedicated time will be arranged for the above-mentioned personnel to apply afterwards. Supporting policies will be put in place to prioritize them. The application units concerned should fill in the Application Summary Form for Scientific Researchers at the Frontline of Anti-epidemic in a truthful and accurate manner. The form should be sent to pm@caeshc.com.cnafter stamped and scanned.
