Chen Yin, executive vice mayor of Shanghai, is in charge of development and reform, emergency management, state-owned assets supervision and administration, taxation,statistics,China (Shanghai) Pilot Free Trade Zone and Lingang New Area construction,comprehensive population management,government legal system, execution of bills and proposals, transparency of administrative affairs and reform of administrative approval. Chen assists work in fiscal affairs and auditing.
Chen supervises the Municipal Development and Reform Commission (the Municipal Pricing Bureau), the Municipal Grain and Material Reserve Bureau, the Municipal Emergency Management Bureau, the Municipal State-owned Assets Supervision and Administration Commission, State Taxation Administration Shanghai Bureau and the Municipal Statistics Bureau. He assists in supervising the Municipal Finance Bureau and the Municipal Auditing Bureau.
Chen Yin, male, Han Chinese, a CPC member, was born in September 1962 in Nanjing, capital of Jiangsu Province. He holds a university degree, an MBA degree and the title of senior engineer. He is a member of the Standing Committee of the CPC Shanghai Committee, executive vice mayor of Shanghai, deputy secretary of the Party leaders’group of the Shanghai Municipal People’s Government, office director of Commission for Integrated Military and Civilian Development of the CPC Shanghai Committee and director of China (Shanghai) Pilot Free Trade Zone LingangZew Area Administration.
Chen Yin started working in July 1984 and had served as assistant to the director ofShanghai Public Utilities Administration, deputy director of Shanghai Water Authority, deputy director ofShanghai Development and Reform Commission, deputy secretary of the CPC Xuhui District Committee, deputy director, acting director and director of Xuhui District, secretary of the CPC Yangpu District Committee, deputy secretary general of the Shanghai municipal government, Party secretary and executive deputy director of China (Shanghai) Pilot Free Trade Zone Administration, deputy secretary general of the CPC Shanghai Committee, vice mayor, a member of the Standing Committee of the CPC Shanghai Committee and secretary of the politics and legal commission of the CPC Shanghai Committee.
